As part of my Instagram trip through Europe in July 2019 I ended up in Istria and Zagreb. It was my 4th time in Croatia and this time I found out everything about buying a prepaid sim card in Croatia for tourists.

Croatia sim cards and traveling in Europe
Although Croatia is part of the EU (not Schengen) there should be no roaming costs if you already have a sim card from Italy, Denmark, Sweden, UK, Germany, etc. The other way around when buying a prepaid sim card for Croatia I can already tell you that 2 of the 3 providers don’t allow you to use your Croatia data package in other EU countries.

Mobile internet operators Croatia
There are three mobile internet operators:
- Hrvatski Telekom - T-Mobile Croatia
- A1 Croatia
- TELE2 Croatia
All three of them offer Croatia prepaid sim cards for tourists.
Best Croatia mobile network
Not only the price is important to determine what is the best prepaid sim card in Croatia. The strength of the mobile network is just as important. Therefore I had a look at the mobile networks (source: nperf. com).

TELE2 Croatia network coverage map
From the above coverage maps we can see that T-Mobile Croatia has the most advanced network. TELE2 and A1 are not far behind though and also perfectly cover all the tourist destinations in Croatia. That said when you go sailing in Croatia the best prepaid sim card for tourists is T-Mobile because it has the strongest network around the islands.
Where to buy a Croatia sim card
The best place to buy a prepaid sim card for Croatia is in the city center of any big tourist destination. T-Mobile, A1 and TELE2 all have shops in Zagreb, Zadar, Pula, Dubrovnik, Split, etc. The Croatia sim card deals you can find at the airports are less attractive for sure.
When in the city use Google Maps to determine the nearest mobile internet shop by just typing the by you preferred mobile internet provider in the search bar.
At Zagreb Airport they only sell a TELE2 Croatia sim card and an A1 Croatia sim card. Click here to read my complete guide for buying a sim card at Zagreb Airport.
Split, Dubrovnik and Zadar Airport
I have done research online about buying a sim card at these airports in Croatia and found out that every Airport kind of offers the same as they do at Zagreb Airport. They don’t sell T-Mobile Croatia sim cards at the airports, only TELE2 and A1.
What to bring when buying a Croatia sim card
In Croatia it is not necessary to bring your passport when buying a prepaid sim card. The sim cards are not registered on your name.
Prices prepaid sim card Croatia
T-mobile Croatia prepaid sim card
Buying a T-Mobile Croatia prepaid sim card costs 14 KN ($2) and the sim cards are valid for 30 days. They have the following packages available:
As you can see T-Mobile Croatia has 4 different packages available for 30 days. The most common T-Mobile Croatia prepaid data package costs 84 KN + 14 KN = 98 KN ($15) and gives you 6 GB data, 1000 minutes and 1000 SMS.
From all of the 30 day data packages only 60% of the data is available for use in the EU. Calling minutes and SMS are 100% for use in the EU.
T-Mobile Croatia also has 2 packages available for 7 days. With these packages you don’t pay the 14KN ($2) activation cost. A great T-Mobile prepaid sim card is the 85 KN ($13) unlimited data only sim card. This bundle is only valid in Croatia!
TELE2 Croatia prepaid sim card
When buying a TELE2 Croatia prepaid sim card you only have 1 choice.
Price: 59KN ($9)
- 10 GB data
- 200 minutes or sms
- Valid 30 days
With a TELE2 Croatia sim card there is NO roaming available in Europe. The data, minutes and sms only working in Croatia.
A1 Croatia prepaid sim card
They sell two different A1 Croatia prepaid sim cards.
Price: 80 KN ($12)
- 20 GB data
- 100 minutes or sms
- Valid 7 days
Price: 110 KN ($17)
- 7 GB data
- 1000 minutes or sms
- Valid 30 days
For both A1 prepaid sim cards counts that all the minutes, sms and data is only valid in Croatia!
Best Croatia sim card for tourists
It is a bit of a puzzle to find the best Croatia sim card to be honest but I came to the following conclusions:
- Croatia prepaid sim cards are more expensive than expected.
- TELE2 has the best value for money.
- TELE2 has no 4G+ yet and a weaker network.
- A1 and T-Mobile both have a great package for tourists visiting Croatia for 1 week only.
- A1 includes some calling minutes in their short term visitors package.
- T-Mobile is the only provider that lets you use your data in all of Europe.
When you travel to Croatia for 7 days or less: A1 is the best Croatia sim card.
When you travel to Croatia for longer: TELE2 is the best prepaid Croatia sim card for tourists.
