My recommendation
Traveltomtom recommends a Tele2 prepaid sim card for traveling to Estonia. They have good 4G network coverage throughout the country and a prepaid sim card plan with unlimited data.

The easiest way to stay connected when traveling to Estonia in 2023 is an e-sim card. Getting an e-sim card is super simple and fast, no need to go to a shop or swap a physical sim card anymore. Order one online, receive a QR code, scan the code, follow the simple steps and you will be connected in no-time.

With an e-sim card you keep your own phone number from home. There are also e-sim cards for traveling in Europe in case you visit more countries in Europe after Estonia.

Estonia sim cards and traveling in Europe
Since 2017 roaming charges in the EU are from the past and roaming is free of charge with most European sim cards. But be careful there are often still a bunch of restrictions.
When buying an Estonia sim card always ask the mobile internet provider if you can use your data allowance in other European countries as well at no extra costs. At the Telia and Tele2 shop it was a hard no!
Mobile internet operators in Estonia
There are 3 mobile internet providers that sell an Estonia prepaid sim card:
- Telia
- Tele2
- Elisa
At Tallinn Airport they also offer a SUPER sim card for Estonia, but you won’t find any SUPER shops around the country.
Where to buy a sim card in Estonia
Talinn Airport
When arriving at Tallinn Airport you can buy an Estonia sim card straight away. Walking out into the arrivals hall you will see a R Kiosk shop on your right hand side. Here they sell 2 different Estonia prepaid sim cards for tourists: Tele2 and Super.
Shopping malls
In the city you can also find several mobile shops that sells prepaid Estonia sim cards. In the shopping malls you will find the official Tele2, Elisa and Telia retail stores that all sell prepaid sim cards for Estonia.
Convenience stores
You can also buy Estonia prepaid sim cards all over the country in convenience stores, super markets and gas stations like Circle K, Coop, Omniva Post Offices, Rimi, etc.
You need to bring a passport when buying a sim card in Estonia.
Prices prepaid Estonia sim card in 2023
The below prices and info are updated per August 2023 and prices are in Euros: $1 USD = €0.91 EUR and €1 EUR = $1.10 USD. In stores in Estonia they do NOT sell e-sim cards, only physical prepaid sim cards for tourists are available.
Telia Estonia sim card
A Telia prepaid sim card is called Super. A starter kit costs €1 for registration. Then you can top up with one of the above package which are pretty ok.
- €3 = 1 GB data in Estonia + 50 minutes + 200 sms + €3 credit - valid for 30 days.
- €8 = 5 GB data in Estonia + 130 minutes + 500 sms + €8 credit - valid for 30 days.

Tele2 Estonia sim card
At Tele2 they sell the following prepaid sim cards for Estonia both valid for 1 month:
- €3.95 = 3 GB data in Estonia + 300 local minutes + 30 sms
- €21 = Unlimited data in Estonia + 10 GB EU roaming + unlimited calls in Europe

Elisa Estonia sim card
These are the Elisa Estonia prepaid sim card deals for tourists. Here are the recommended ones:
- €9 = 5 GB data + 540 minutes + 100 sms
- €15 = 15 GB data + 600 minutes + 600 sms
All packages are for use in Estonia only (NO free EU roaming included) apart from some limited calling time to Europe and Russia and valid for 30 days. For more info check the Elisa Estonia website.
Buying a sim card at Tallinn Airport
As I said before in the R Kiosk shop at Tallinn Airport they also sell prepaid sim cards for tourists.
They sell the same two Tele2 sim cards for Estonia:
- 3 GB data in Estonia + 300 local minutes + 30 sms = €3.95 EUR
- Unlimited data in Estonia + 10 GB EU roaming + unlimited calls in Europe = €21 EUR
On top of that they also sell a SUPER sim card for €1 which you will have to top up through their website. For €3 EUR you get 1 GB data + 50 minutes + 200 sms. The same as you get in any Telia store in Estonia.
It is a bit of a hassle tho since you have to buy credit, top up, activate, etc. Therefore when looking to buy a sim card at Tallinn Airport I advice you to go for a Tele2 prepaid sim card, it also gives you more value for money.
Best Estonia 4G/5G mobile network
To determine the best Estonia sim card let's also have a look at the network coverage maps of all the mobile internet providers.
Is there 5G in Estonia?
Yes, as there is 5G in Estonia, but it is pretty much limited to Tallinn areas only. Telia has the best 5G network coverage in Estonia, but it is still very small as per 2023 compared to other European countries. Click on the link for more detailed Estonia 4G/5G network coverage maps.

From the above data we can see that the mobile internet providers in Estonia have a pretty similar network coverage in 2023. If you are traveling to the islands west of Tallinn: Aegna, Naissaar, and Prangli I would not recommend you a TELE2 prepaid sim card as their coverage is not the best out there. Furthermore we can see that Telia indeed has the most extensive 5G network in Estonia.
Best sim card for Estonia in 2023
Based on the network we see that most of the tourist destinations in Estonia are covered by a 4G signal. Based on the prices I come to the following conclusion:
TELE2 is the best prepaid sim card in Estonia for tourists in 2023.
You can get a sim card with unlimited internet for €21 valid for 1 month and best thing is you can buy it straight on arrival at Tallinn Airport.
When you are traveling from Estonia onwards to other countries in Europe then I can NOT recommend you Estonia prepaid sim cards. They do NOT allow (or limited) free roaming in Europe. You will either have to buy another sim card in the next country or buy a sim card for Europe online.
