Having internet on your phone while traveling makes life so much easier. In the past I always used to buy a prepaid sim card on arrival but nowadays I mostly order an e-sim card on the internet.
E-sim cards are simply so convenient that I happily pay a couple dollar extra to be online as soon as the plane lands and have internet on my phone like at home without paying high roaming charges.

My recommendation
Traveltomtom recommends a Tele2 prepaid sim card for traveling to Estonia. They have good 4G/5G network coverage throughout the country and a prepaid sim card plan for tourists with unlimited data for about $23 USD.

There is another e-sim provider tested and reviewed by Traveltomtom and although they sometimes have great e-sim card deals it is not Traveltomtom's first recommendation. Personally I have faced some issues with Nomad e-sim cards and unless they are not improving on reliability and performance Traveltomtom is not recommending Nomad e-sim cards over Airalo and SimOptions.
If your phone is not e-sim compatible you can also still get a physical prepaid sim card for Estonia on the internet. There are some great options available like the Orange Holiday Europe sim card with 30 GB data for $49.90 USD.

Estonia sim cards and EU data roaming
Since 2017 roaming charges in the EU are from the past and data roaming is free of charge with most European sim cards. That means you can use the prepaid sim card you buy in Estonia in all other countries in Europe.
But be careful there are still a bunch of restrictions, so when buying an Estonia sim card always ask the mobile internet provider if you can use your data allowance in other European countries as well at no extra costs.
At the Telia and Elisa shop it was a hard no and their prepaid sim cards do not include free EU data roaming.

Mobile internet operators in Estonia
There are 3 mobile internet providers that sell an Estonia prepaid sim card:
- Telia
- Tele2
- Elisa
At Tallinn Airport they also offer a SUPER sim card for Estonia, but you won’t find any SUPER shops around the country.
Where to buy a sim card in Estonia
Talinn Airport
When arriving at Tallinn Airport you can buy an Estonia prepaid sim card straight away. Walking out into the arrivals hall you will see a R Kiosk shop on your right hand side. Here they sell 2 different Estonia prepaid sim cards for tourists: Tele2 and Super.
Shopping malls
In the city you can also find several mobile shops that sells prepaid Estonia sim cards. In the shopping malls you will find the official Tele2, Elisa and Telia retail stores that all sell prepaid sim cards for Estonia.
Convenience stores
You can also buy Estonia prepaid sim cards all over the country in convenience stores, super markets and gas stations like Circle K, Coop, Omniva Post Offices, Rimi, etc.
You need to bring a passport when buying a sim card in Estonia.
Online
Much easier and convenient is ordering a sim card for traveling to Estonia on the internet. Get your e-sim for Estonia online and as soon as the plane lands you are online and have a working data connection on your phone. No more buying a prepaid sim card in a store in Estonia on arrival.

If your phone is not e-sim compatible then look into ordering a physical prepaid sim card for Estonia via SimOptions.
Prices prepaid Estonia sim card in 2024
The below prices and info are updated in April 2024 and prices are in Euros: $1 USD = €0.92 EUR and €1 EUR = $1.09 USD. In stores in Estonia they do NOT sell e-sim cards, there are only physical prepaid sim cards for tourists available.
Telia Estonia sim card
A Telia prepaid sim card is called Super. A starter kit costs €1 EUR for registration. Then you can top up with one of the above package which are pretty ok.
- 1 GB data in Estonia + 50 minutes + 200 sms + €3 credit for 30 days = €3 EUR ($3.3 USD)
- 5 GB data in Estonia + 130 minutes + 500 sms + €8 credit - valid for 30 days = €8 EUR ($9 USD)

At Tele2 they sell the following prepaid sim cards for Estonia both valid for 1 month:
- 3 GB data in Estonia + 300 local minutes + 30 sms = €3.95 EUR ($4.5 USD)
- Unlimited data in Estonia + 10 GB EU roaming + unlimited calls in Europe = €21 EUR ($23 USD)

Elisa Estonia sim card
These are the Elisa Estonia prepaid sim card deals for tourists. Here are the recommended ones:
- 5 GB data + 540 minutes + 100 sms = €9 EUR ($10 USD)
- 15 GB data + 600 minutes + 600 sms = €15 EUR ($16.5 USD)
All packages are for use in Estonia only (NO free EU roaming included) apart from some limited calling time to Europe and Russia and valid for 30 days. For more info check the Elisa Estonia website.
Buying a sim card at Tallinn Airport
As I said before in the R Kiosk shop at Tallinn Airport they also sell prepaid sim cards for tourists.
They sell the same two Tele2 sim cards for Estonia:
- 3 GB data in Estonia + 300 local minutes + 30 sms = €3.95 EUR ($4.5 USD)
- Unlimited data in Estonia + 10 GB EU roaming + unlimited calls in Europe = €21 EUR ($23 USD)
On top of that they also sell a SUPER sim card for €1 which you will have to top up through their website. For €3 EUR ($3.3 USD) you get 1 GB data + 50 minutes + 200 sms. The same as you get in any Telia store in Estonia.
It is a bit of a hassle tho since you have to buy credit, top up, activate, etc. Therefore when looking to buy a sim card at Tallinn Airport I advice you to go for a Tele2 prepaid sim card, it also gives you more value for money.
Best Estonia 4G/5G mobile network

Is there 5G in Estonia?
Yes, there is 5G in Estonia and it is pretty well spread our around the country. Elisa has the best 5G network coverage in Estonia. Click on the link for more detailed Estonia 4G/5G network coverage maps.

Although the above mobile data network coverage maps are updated for 2024 they are not 100% accurate. However, they are a great reference to compare the 4G/5G networks of the mobile internet providers in Estonia in 2024.
From the above data we can see that the mobile internet providers in Estonia have a pretty similar 4G/5G network. But Traveltomtom comes to the conclusion that Telia has the most extensive 4G/5G network in Estonia in 2024.
Best sim card for Estonia in 2024
From the comparison of the mobile data network coverage we see that most of the tourist destinations in Estonia are covered by a 4G/LTE signal. Tele2 offers a prepaid sim card with unlimited internet for €21 EUR ($23 USD) valid for 1 month.
You can buy this sim card on arrival at Tallinn Airport which is a big plus rather than finding a sim card shop on arrival.
All in all Traveltomtom comes to the conclusion that Tele2 is the best prepaid sim card in Estonia in 2024.
That said, we shouldn't forget about e-sim cards because there is nothing better than having a working data connection on your phone straight when you land. No more buying a prepaid sim card on arrival.
